Napoleon Public Library is funded by the Public Library Fund, a school district levy, and patron contributions.  The Public Library Fund (PLF) is 1.97% of the general revenue fund of the State of Ohio and is allocated to all public libraries in Ohio.  We are also supported by a one-mill levy on real estate in the Napoleon Area School District.
